FAA expects more than 500 launches annually within a decade
The Transportation Department’s proposal would allow the FAA to waive requirements under the National Environmental Policy Act and other federal environmental statutes when licensing commercial rocket launch sites, individual launches, and spacecraft reentries. The public and affected companies will be able to submit comments before any changes take effect.
The FAA currently projects 214 launches or spacecraft reentries in the current government fiscal year, with expectations that number will climb to more than 500 annually within a decade. Companies preparing to deploy large satellite constellations are expected to drive the increase. SpaceX, Rocket Lab, Blue Origin, Stoke Space, and United Launch Alliance are among the operators planning expanded activity, with satellites serving communications, military applications, and potentially even artificial-intelligence computing.
“Supercharging commercial space activity, slashing costs, and strengthening America’s competitive edge in this vital field,” Transportation Secretary Sean Duffy said of the plan.
Environmental reviews conducted under current law can take more than a year to complete, a timeline that space companies and their executives have described as slowing their projects. Launches and spacecraft reentries generate noise, can alter wildlife habitats, and affect surrounding landscapes. Environmental advocates and community groups consider the analysis an essential tool for understanding the impact of major developments.
The FAA’s environmental assessment of SpaceX’s Starbase facility outside Brownsville, Texas, has drawn complaints from multiple directions. Some area residents have said the agency did not conduct thorough enough reviews. SpaceX has previously criticized the FAA for what it called “superfluous environmental analysis” related to a Starbase launch. The company has stated it is committed to mitigating environmental effects at its facilities.
Reducing environmental review timelines could increase pressure on the FAA’s air-traffic control operations. The agency coordinates with launch providers to close airspace during launches, keeping commercial aircraft away from ascending rockets. Most U.S. launches take place from Florida’s Cape Canaveral region, near busy air routes serving the state. Blue Origin, Stoke Space, United Launch Alliance, and SpaceX all plan additional launches from that area. The FAA earlier this year authorized SpaceX to conduct up to 44 launches of its Starship rocket from a Kennedy Space Center pad, along with an equal number of landings of both stages of the vehicle, which remains in development.
The proposal follows a broader push by President Trump to reduce regulatory requirements on the space industry, including an executive order signed last year. The Federal Communications Commission last week agreed to overhaul how it licenses satellite deployments.
