Complaint alleges agent fired at home, lodging round in child’s bedroom wall
Minnesota Attorney General Keith Ellison filed a civil action Tuesday in Texas asking a court to compel Governor Greg Abbott to sign an extradition warrant for Christian Castro, an Immigration and Customs Enforcement agent facing criminal charges for the Jan. 14 nonfatal shooting of a Minneapolis man during a federal immigration enforcement operation in Minneapolis.
Ellison said Tuesday he would also seek a temporary restraining order barring the Cameron County Sheriff’s Office, where Castro is in custody, from releasing him while the case proceeds. The civil action asks the court to require Abbott to sign the warrant so Minnesota law enforcement agents can take custody of Castro.
Castro is charged with assault and falsely reporting a crime. According to a criminal complaint from Minneapolis prosecutors, Castro fired a gun at the front door of a Minneapolis home on Jan. 14, striking Julio Cesar Sosa-Celis in the leg and lodging the round in a child’s bedroom wall.
The complaint alleges Castro then knowingly provided false information to an officer about what had happened. Castro was arrested 11 days after Minneapolis prosecutors filed the charges, according to the lawsuit.
The Jan. 14 incident took place during the federal immigration enforcement operation in Minneapolis.
