Bill sponsor cites rising injuries and accidents as rationale for new rules
Illinois Gov. JB Pritzker on Wednesday signed into law Senate Bill 3484, establishing statewide regulations for electric bicycles, scooters and other “micromobility” devices, with the new rules taking effect Jan. 1.
The legislation sets age requirements for users of the devices, establishes speed limits and dictates where the devices may be operated. The bill passed both chambers with bipartisan support on June 1 after several amendments throughout the spring session.
In a written statement, bill sponsor Sen. Ram Villivalam (D-Chicago) framed the law as a response to growing public-safety concerns as the devices have become more prevalent across Illinois.
“Technology is evolving, providing expanded mobility options for our neighbors through the rise in popularity of e-bikes and scooters,” Villivalam said. “But without clear regulations for these devices, we are seeing increased injuries and accidents — jeopardizing community safety.”
The bill applies to what Illinois law describes as “micromobility” transportation, a category that includes electric bikes and scooters. The specific age thresholds, speed limits and operating locations are spelled out in the bill text, which takes effect Jan. 1.
