Resolution names four ICE, CBP killings in 2026 as grounds
Rep. Al Green, D-Texas, filed new articles of impeachment against President Donald Trump on Monday, accusing him of “high crimes and misdemeanors” and describing Immigration and Customs Enforcement and Customs and Border Protection as “vicious, quota-driven, unaccountable paramilitary police forces.”
The resolution asserts that Trump has failed to “uphold his constitutionally mandated solemn presidential oath of office to ‘preserve, protect and defend the Constitution of the United States,’ thereby demonstrating that he is a great threat to democracy.”
The articles also accuse Trump of operating ICE and CBP as forces that “terroriz[e] communities” and commit “unjustified killings of civilians … with impunity.” The resolution says Trump is “brazenly wantonly devolving the United States democratic republic into an authoritative regime.”
The articles name four people killed by the agencies in 2026: Renee Good and Alex Pretti in January, and Lorenzo Salgado Araujo and Johan Sebastian Duran Guerrero in July.
The Monday filing is Green’s third impeachment effort against Trump. Green was the first member of Congress to file articles of impeachment against Trump during his first term as president. He followed that with an article of impeachment in June 2025, accusing the president of failing to notify or seek approval from Congress before launching strikes against three alleged Iranian nuclear sites.
That June 2025 resolution failed by a 344-79 House vote.
Trump has been impeached twice by the full House of Representatives — in December 2019 and again in January 2021. On both occasions, the U.S. Senate later acquitted him of the charges.
In February, Green was removed from the House chamber for holding up a sign reading “Black People Aren’t Apes!” as Trump arrived to deliver his State of the Union address. The sign referenced a since-deleted Trump social media post that showed former President Barack Obama and former first lady Michelle Obama as apes.
