Disclosure follows Space Academy order and Space Force expansion plans
Air Force Secretary Troy Meink confirmed this week that the United States has deployed weapons in orbit, but the disclosure was notable for what it did not include: any description of the systems, any confirmation of testing, or any indication of operational status.
“Me talking about the details of what we’re doing would actually not benefit deterrence, so we’re not going to talk about the specifics of what we’re doing, whether we’ve tested it, not tested it, or anything else,” Meink said, according to The Guardian.
The vagueness left outside analysts uncertain about the announcement’s purpose. Clayton Swope, deputy director of the aerospace security project at the Center for Strategic and International Studies, said the disclosure lacked the specificity needed to function as a deterrent.
“You can count the words, and the disclosure, on one hand, so there’s not much there to work with, and we really don’t know what kind of weapons he was talking about,” Swope told The Guardian. “The US is looking for another tool to deter what it sees as concerning Russian and Chinese behaviors in space, so my guess is that revealing it has on-orbit weapons would be your way to do that.”
Swope added: “That level of detail needed to make this disclosure effective as a deterrent isn’t there. It could just be a building block, and the US is going to lay out more later with that.”
The weapons announcement is the latest in a series of moves by the Trump administration that have accelerated the militarization of US space policy and blurred the traditional separation between civilian and military space activities.
In August, the White House unveiled a national space transportation policy giving Defense Secretary Pete Hegseth new responsibility and authority to determine launch decisions alongside NASA Administrator Jared Isaacman, who manages all US space launches. The policy set a federal target of more than 1,000 launch and reentry operations by 2030.
On August 28, Trump signed an executive order establishing the first US Space Academy, a proposed joint civilian-military institution modeled on West Point and Annapolis. This week, Military Times reported plans to recruit and train 10,000 new Space Force service members — known as guardians — over the next five years.
Gen. Dan Caine, chairman of the joint chiefs of staff, told the Air, Space and Cyber Conference in Maryland this week that the armed forces, including Space Force, must be “prepared to fight, endure and win … from the seabed to cislunar space.”
Swope said the structural shift appears deliberate. “The way that the US has structured it since Nasa was established in the late 1950s was we have a civil space organization focused on civil exploration, on science, and then we have the Pentagon,” he said. “There seems to be a tendency to pull them together more than we’ve seen in the past.”
Isaacman, who Trump tapped to lead NASA after an initial rejection, defended the academy’s military orientation in a social media post, arguing that US space ambitions necessitated “a bright new generation educated and prepared for this environment.”
“If you understand the increasingly important and contested environment above us, then [the academy] is as timely and necessary today as the Space Force has already proven to be,” Isaacman wrote. He called arguments that the academy blurred the line between peaceful and military space activities “the weakest argument I have seen.”
“Nasa’s mission is as peaceful as it is patriotic,” Isaacman wrote. “We explore for the benefit of all humankind, but we go there under our flag. That mission would be impossible without the Guardians standing watch over the domain as we venture outward.”
Lori Garver, a former NASA deputy administrator during the Biden administration, expressed concern to Ars Technica that the academy conflated NASA’s peaceful civilian mandate with Space Force’s military mission. “NASA’s charter and legal foundation calls for a civilian agency separate from the military,” Garver said. “Structuring a feeder college along the lines of a military academy strikes me as ill-conceived.”
In March, Trump laid out plans to invest $20 billion (£15 billion) in a moonbase aimed at securing “the first permanent foothold on the lunar surface.” The president has stated he wants US astronauts to land on the moon before leaving office in January 2029, framing the effort as a race against China.
The Meink disclosure comes against a backdrop of escalating competition with Russia and China in orbit. US intelligence agencies said in 2024 they were monitoring development of a new Russian space weapon with the capability of shooting down satellites in Earth’s orbit. Lt. Gen. Gregory Gagnon, head of Space Force combat forces command, told reporters at the Maryland conference that China was “actively pursuing activities in the system, in parts of space,” which the country has denied.
A Space Force “threat fact sheet” details how Russia and China are both “testing and fielding sophisticated counterspace capabilities with the intent to disrupt and degrade US space-enabled capabilities.”
Swope, who worked for the CIA’s directorate of science and technology for more than a decade, suggested the US announcement might reflect a recognition of an existing posture rather than a new capability. “It’s this idea of space superiority, ‘I want to use space, I don’t want my adversary to,’” he said. “That’s just where we are today. Is more of that happening in space? I don’t think this announcement is determining that, or even accelerating that.”
Asked what kinds of weapons the US may have deployed, Swope pointed to systems that have been discussed publicly. “It has talked previously about systems that operate in the electromagnetic spectrum, for jamming or interference with radio signals, that’s what we know publicly about what is in the US counter-space arsenal,” he said.
Others said it is difficult, or impossible, for the US to remain committed to the 1967 Outer Space Treaty, which mandated that all nations use space for peaceful, non-militarized ends, when some countries are blatantly defying it.
Swope closed with a broader caution about the trajectory: “War is really bad whether it is confined to Earth or orbit, and maybe we need to have a better thought not just on how we could limit specific types of weapons, but that we want to avoid generally. You can’t just walk into a quote-unquote space war and expect that not to be ugly.”
