The six codefendants include several of Lucas’s relatives

Federal authorities unsealed an indictment Thursday, October 22, 2026, against Virginia state senator L Louise Lucas and six other defendants. The charges include drug trafficking and money laundering. The indictment alleges that Lucas held a leading role in an enterprise that acquired and distributed large quantities of marijuana and laundered the proceeds.

FBI Director Kash Patel said the charges alleged that Lucas, family members and associates orchestrated a multi-year scheme to enrich what his statement called the Lucas Enterprise. The allegations say Lucas used her position as chairwoman of the Senate Finance and Appropriations Committee to insulate the enterprise from criminal scrutiny and influence legislation to financially benefit the group.

Patel said, “No one is above the law,” and said the FBI would continue following the facts with the Justice Department and ensure that those responsible for criminal conduct were held accountable.

Separately from the allegations, Lucas leads the Senate Finance and Appropriations Committee, through which all legislation with any budget impact must flow. She has used the position to stop and ultimately kill legislation she opposes.

The Department of Justice said the indictment named Lucas and six other defendants, including several of her relatives. Lucas surrendered Thursday, a justice department spokesperson said.

The charges came after the FBI searched Lucas’s home town office and The Cannabis Outlet, a cannabis shop in which she has a stake, in May. At the time, Lucas characterized the search as an attempt to intimidate her. Brian Woolfolk, chief counsel for the L Louise Lucas Legal Defense Fund, told the Associated Press on Thursday: “This is the circus we always expected it to be, and we will wait for further details to have a more specific response.”

Lucas, the 82-year-old Democratic lawmaker, has served in Virginia’s state senate since 1992. She is president pro tempore and oversees the chamber when the lieutenant governor is absent. Lucas has also been a vocal critic of Republican Donald Trump’s administration.

Lucas was a leading voice in Democrats’ ultimately failed attempt to redistrict Virginia’s congressional map this year. The effort sought to hedge against Republican efforts in other states to redraw maps for their advantage in the midterm elections.

Lucas has advocated legalizing marijuana and partnered in opening The Cannabis Outlet in 2021; the shop sells hemp and CBD products. Marijuana is legal to possess in Virginia, but recreational retail sales are not yet under way, although stores across the state sell other cannabis-derived products.

Lucas also runs a network of companies that provide residential, transportation and other services to adults with intellectual disabilities.
