Regulators cite ‘cruel and unnecessary practice on a child’ and failure to protect client from potential harm or acts of violence
The Utah Department of Health and Human Services on Friday revoked the license for the Provo campus of Provo Canyon School, the psychiatric residential treatment facility where Paris Hilton has said she was abused as a teenager.
The department’s decision cited more than a dozen noncompliance citations in 2026, including the failure to protect a client from potential harm or acts of violence and the use of “cruel and unnecessary practice on a child.”
“No child should be hurt in a program that is meant to protect them; particularly programs that require the authorization of the state to operate,” Shannon Thoman-Black, director of the division of licensing and background checks at the department, said in a statement.
The revocation is the second such action taken by the state against the school in July. As MSI previously reported, on July 7 the state revoked the license for the school’s Springville campus, stating that the facility had “failed to provide applicable health and safety services for clients.”
Paris Hilton has said she was abused as a teenager while enrolled at the school.
