Winter aid and Abu Dhabi negotiations are on the agenda

The Guardian reported that the European Commission will hold talks in Brussels with the US, France, Germany, Britain, Nato and the World Bank on the next round of support for Ukraine. Its Europe Live account, in an introduction by Jakub Krupa on Wednesday, 4 November 2026, said Brussels was quietly taking on the task while most attention remained on the US.

The agenda brings practical support and diplomacy into the same set of discussions. Help for Kyiv through the winter is the practical focus, and the Commission will examine what can be done to support the city through the coming season.

Support for the US-led peace process is the diplomatic focus. The Commission will consider how partners can back the process connected to upcoming negotiations in Abu Dhabi, with the same Brussels meeting addressing both questions.

Trump’s special envoy Steve Witkoff said US negotiators would meet their European partners in Brussels.

Those talks come after another night of heavy attacks on Ukraine, which hit power stations in Kyiv and Zhytomyr and a cargo vessel at sea near Odesa. The planned Brussels discussions bring immediate winter support for Kyiv and the US-led process ahead of Abu Dhabi into one agenda. The Commission will convene the partners, and US negotiators are due to meet their European counterparts.
