The fossil fuel industry is drying Europe’s rivers to keep selling its product.

The slough at the back of my forty went dry in late July. I watched it go dry in 2018 and 2020, the worst two years of the last twelve, but this year it went three weeks earlier than either of them. The muck at the bottom cracked open like dried plaster. The does moved onto the section-line cover Pat Siewert keeps on the back quarter because the standing water they used to drink from my land was gone.

That is a notebook entry. Twelve years of watching the same slough, and this is the earliest I have written it dry. I am not a climate scientist. I am a man with a slough and a notebook, and the slough this year was three weeks ahead of every year I have on paper.

When I read that Romania’s only nuclear plant, Cernavodă, shut down in mid-August because the Danube could no longer supply enough cooling water, my first thought was not Europe. My first thought was Petenwell. The dam at Petenwell is not a reactor. The same physics runs through it.

Romanian military crews tried to blow up sandbars in the Danube riverbed to push more water toward the reactor intake. They failed. Cernavodă supplies roughly a fifth of Romania’s electricity. Hungary’s Paks plant supplies about forty percent of Hungary’s electricity, and Paks is sitting on the same threshold. The Danube flows through ten countries. It is Europe’s second-longest river. It was not supposed to become the weak link in the power grid.

The Rhine at Kaub fell to nine and a half inches this summer. At one point, the gauge read below three. Barges on some stretches were carrying twenty percent of normal loads. The Rhine is the freight spine of Western Europe, carrying German steel, Swiss chemicals, French grain, coal, and everything else that depends on a river being deep enough for a barge.

Italy’s Po has retreated so far that salt water from the Adriatic is pushing upstream into irrigation canals. The river that grows rice and tomatoes is losing its freshwater boundary. The European Drought Observatory is tracking the conditions. The European Commission forecasts hot and dry through September. The temperature records that fed this drought were set during the record-breaking June and July heatwave across western Europe.

The early warning came in the Danube warships exposed by the falling river. The heat records came afterward in the same account. The consequences are no longer warnings. A reactor stopped. Freight loads were cut to a fifth. Salt water entered irrigation canals.

These are outputs that came off the production line yesterday and do not come off today.

The Cernavodă story is the one I keep coming back to because I understand it. A nuclear plant needs cooling water. The plant sits on the Danube because the Danube was there, and the Danube was assumed to keep being there. When the Danube was not there anymore, the operators tried to make more water with explosives in the riverbed. The water did not come.

That is the whole history of building a critical system on a thing you did not plan to fail.

The Rhine piece is the same history at industrial scale. The Wall Street Journal, working from Copernicus Sentinel-2 satellite imagery and German federal waterway gage data, showed surface water retreating across Europe at rates that match what I have been seeing on Petenwell. Freight operators did not know how to move twenty-percent loads economically. Some stretches of the river were not viable at all. Barge operators, steel mills, and chemical plants paid for forty years of assuming the river would remain a river.

Paks is the same story in slow motion. Forty percent of a country’s electricity is on the edge of a shutdown because the river that cools the reactors is shallow. The plants were built where the water was because the water was there. Nobody built enough backup because nobody paid for one.

This is not how you build a power plant. This is how you build a power plant if you have decided the climate is going to stay the same one you grew up in.

The Wisconsin River system is not Europe. Adams County sits on a sand plain. The Wisconsin River is fifteen miles west of my shop. Our local failure is more likely to show up in a well than in a barge channel. But the underlying mistake is familiar.

The Wisconsin Initiative on Climate Change Impacts reported in its 2021 assessment that Wisconsin has warmed about three degrees Fahrenheit since 1950, that annual precipitation has increased about seventeen percent, and that the 2010s were the wettest decade on record. Winter warming has been strongest in the northwest part of the state, where temperatures have risen four to six degrees. WICCI projects wetter winters and springs, a wetter fall, and summers about five percent drier by mid-century.

The wet is wetter. The dry is drier.

Lake Mendota’s ice record, kept by the Wisconsin State Climatology Office since 1855, shows roughly three fewer weeks of ice cover than the mid-nineteenth-century baseline. I have kept my own ice-out dates on Lake Petenwell for twelve winters. The first one I wrote down was March 22. The most recent was March 11. Eleven days moved on one lake, watched from the same bank.

The notebook is not a climate model. It is a record of what happens in one place when the same place is watched year after year.

The Adams County Land and Water Conservation Department has been testing wells on the south side of the county for fifteen years. The shallow sand-plain aquifer under the cornfields has been carrying nitrate contamination from the consolidated livestock operations that arrived here around 2008. My neighbor’s well tested at fourteen milligrams per liter last spring. The drinking-water standard is ten. People whose wells test over the limit get told to buy bottled water or a filtration system.

That is our version of the same failure. We built an agricultural system that treated the aquifer as an input and assumed it would keep supplying clean water. We put the cost somewhere else.

Wendell Berry named this in The Unsettling of America as the extractive mind: the industrial habit of treating land, animals, rivers, and people as materials to be drawn down instead of members of a living community. In “The Membership,” Berry wrote that a community’s economy is its membership, and that extraction destroys the membership before it destroys the economy.

He was writing about topsoil leaving a cornfield. The line works for water.

The nitrate trend on the south-side wells, the warming trend in the state climate series, and the drought on the Rhine are not separate stories. They are the same story at different distances. A system takes what it needs from a place, counts the payment as somebody else’s problem, and keeps operating until the place refuses.

The fossil fuel industry knew what it was buying. Exxon’s own scientists modeled warming by the late 1970s. The American Petroleum Institute’s 1998 Global Climate Science Communications Plan, later leaked to the New York Times, stated its goal plainly: “Victory will be achieved when average citizens understand uncertainties in climate science.”

That is the manufactured-doubt playbook. The point was not to win the science. The point was to keep uncertainty in public circulation long enough to delay the costs of changing course.

The Heartland Institute, funded in part by Philip Morris, ran the same tobacco strategy on climate. Joseph Bast, Heartland’s president, wrote that “Heartland does many things that benefit Philip Morris’ bottom line, things that no other organization does.” The Koch funding architecture helped keep the apparatus alive. Forty years of doubt went by while the carbon kept piling up.

The people who sold the fuel did not create every dry day in Europe. They did something more consequential. They knew what continued burning would do, then organized to keep the public from acting on that knowledge. They protected the business model while the river systems absorbed the bill.

I am not exempt from this column. The 2014 Silverado I drive to the shop burns gasoline refined from the same kind of crude. The LP that heats the barn comes through the same kind of pipeline. The Stihl and Husqvarna chainsaws I sharpen every October burn the fuel I mix in the same kind of jug. I live in the economy I am describing.

I have nothing to stand on that puts me outside it.

The only thing I have is the notebook. The notebook records what the notebook records.

The systems we built assumed a river that would stay. Europe is finding out in August 2026 what my slough has been saying since July, and what Petenwell has been saying since 2014. The river was never permanent. The systems were.

The systems are now going down.
