Northern Sea Route transits hit a record 23 last summer

Chinese carrier Sea Legend has begun regular container service linking the eastern Chinese port of Ningbo with Felixstowe in Britain via the Northern Sea Route, a service branded the “Ice Silk Road” that could cut the conventional roughly 40-day voyage between the two ports to about 20 days under favorable Arctic conditions.

The launch rests on three converging enablers. Russia administers the passage through a permit system operated under state nuclear company Rosatom, dividing waters along its northern coast into operating sectors based on ice conditions and giving Chinese carriers access to icebreaking escorts that other operators cannot easily secure. China’s shipbuilding industry has expanded its share of global construction from about 5% in 2000 to roughly 55% today, supplying the ice-class hulls that Arctic transit increasingly requires. And the maximum extent of Arctic sea ice has retreated enough in recent summers to allow some vessels to traverse parts of the route without their own icebreaking capability.

The Financial Times reported that the new service underscores China’s growing commercial position in the Arctic, as Beijing draws on Russian icebreaking capacity and its large shipbuilding industry to develop new shipping options. Cooperation with Moscow already extends to oil, natural gas and other maritime transport, and Beijing has described itself as a “near-Arctic state.”

For commercial shipping, the route offers meaningful savings when conditions allow. Asia-to-Europe voyages via the Northern Sea Route can reduce sailing distance by 30% to 40% compared with Suez Canal passages, according to Asia Today reporting translated by UPI. The conventional voyage between Ningbo and Felixstowe runs about 40 days; favorable Arctic conditions could cut that to about 20 days. The route has drawn attention as the Red Sea and Bab el-Mandeb Strait have faced repeated attacks on commercial shipping, and shorter Arctic voyages could reduce exposure to those chokepoints while trimming time and fuel.

Use of the route has grown alongside those strategic pulls. Transits climbed from 15 in 2024 to a record 23 during last year’s summer season, according to Asia Today. Sea Legend plans seasonal weekly sailings during the Arctic navigation window, with eight voyages scheduled for the 2026 season.

The expansion of Arctic transit has contributed to growing demand for ice-class vessels. Figures cited by the Financial Times from maritime data provider Veson Nautical showed 167 ice-class ships were built last year — the highest level in more than a decade — with another 164 expected this year. The United States is considering legislation intended to rebuild domestic shipyards and expand its merchant fleet, and has pursued cooperation with Finland on icebreaker construction. The U.S., Canada and countries in Europe and Asia have been expanding Arctic seabed mapping and surveys of northern routes, with attention to resources including rare earth minerals and natural gas.

The same climate retreat that enables the trade sharpens its risks. Researchers at Britain’s University of Southampton found Arctic maximum winter sea ice fell 5.8% between 2024 and 2025 — the largest single-year decline on record — though this year’s maximum recovered slightly and remained the second lowest recorded. Maersk and other European shipping companies have remained cautious about the route, citing environmental concerns and relations with Russia.

High-latitude navigation compounds those concerns. Satellite navigation can be less reliable near the pole, crews require specialized experience operating around sea ice, and ships must comply with the International Maritime Organization’s Polar Code, which sets safety and environmental standards for polar waters. An Allianz analysis cited in the Asia Today reporting counted more than 500 maritime incidents in the Arctic over the past decade, with nearly half involving machinery damage or failure. Search-and-rescue capacity is limited across much of the Arctic, and a mishap involving fuel or hazardous cargo could become difficult to contain.

Advocates argue that shorter routes can reduce fuel use and carbon dioxide emissions per voyage. Sea Legend’s 2026 program will test whether the “Ice Silk Road” can evolve from a seasonal specialty into a commercially significant link between Asia and Europe.
