Trump called EU offer ‘laughable,’ threatened tariffs on Europe
Canadian Prime Minister Mark Carney on September 17 framed Ottawa’s relationship with the European Union as a “unique alliance” rather than full membership, according to a Guardian video report published that day. Carney said Ottawa was seeking a “unique alliance” with the bloc, not membership — a formulation that positioned Canada as a partner outside the EU’s formal accession framework.
European Commission president Ursula von der Leyen had said she wanted to open the door to Canada becoming the EU’s first “associate member.” Carney’s “unique alliance” framing came in response to that pitch.
The Guardian video report, which ran 35 seconds, also captured US President Donald Trump characterizing the EU’s offer as “laughable” and threatening to impose “very heavy tariffs” on Europe if the offer was made with “bad intentions.”
The Guardian reported that Trump’s remarks came after both von der Leyen’s associate-member pitch and Carney’s alliance framing.
